PURPOSE:   To provide electrical engineering design services on Seaport and Airport projects.

ESSENTIAL FUNCTIONS:   Manage and supervise project design phase. Gather and synthesize design requirements. Perform engineering calculations using analysis and design software, spreadsheets, handbooks, building codes. Review and stamp bid documents for construction liability in accordance with State regulatory requirements for self and others under direct design supervision. Select products, materials, systems, and configurations based on the calculations and project design criteria. Facilitate the permitting process and respond to questions from City building officials during permitting process. Review and assist in calculations and designs of peer engineers. Sketch, layout, detail, and annotate engineering drawings by hand or using CAD software based on design calculations and decisions, industry standards, and experience. Review Design Technicians work for accuracy and provide feedback. Manage design documentation, including writing and editing construction specifications. Edit and revise contract documents in response to Port review processes. Prepare construction cost estimates. Assist in monitoring budget during all project phases. Perform quantity take-offs to roughly determine material requirements for construction and utilize Industry data to establish cost of materials and labor. Correspond with suppliers or contractors to establish current and future cost trends. Review Change Orders. Manage design budgets, A/E budgets and administration. Manage and supervise the construction phase by providing technical advice, reviewing and approving/rejecting contractor submittals, project comments and responding to contractor Requests for Information (RFI). Provide redesigns or additional details when field conditions differ. Visit construction sites to monitor progress, quality and compliance of construction projects and resolve field issues. Obtain feedback from Resident Engineer and Inspector of projects and document problem areas that may require clarification or redesign. Maintain personal certifications and licenses. Coordinate, schedule and review work of other participants on project design team on a regular basis. Assign tasks to other team members (Port of Seattle personnel and consultants). Coach and mentor design professionals. Provide engineering support and technical knowledge to other Port departments. Perform inspections of Port facilities, report findings and make recommendations. Lead, schedule and review the work of participants in design projects, including other engineers, design technicians, designers and outside consultants.

KNOWLEDGE, SKILLS, ABILITIES, OTHER WORK CHARACTERISTICS:   Extensive knowledge of analysis techniques and code requirements for electrical design of seaport and airport facilities. Understand the use of appropriate construction materials for different applications. Ability to coordinate electrical design with other engineering disciplines, clearly define design requirements and synthesize them into a design criteria document. Proven ability to produce and interpret engineering drawings in accordance with industry standards, including plans, details, and technical notes. Be able to stamp and sign engineering design documents prepared by self and others under supervision. Proven ability to write and edit engineering specifications. Working knowledge of construction methods and processes, project scheduling, cost estimating procedures and material quantity take-offs. Skill in identifying and documenting problems and deviations from the engineering design at a construction site. Knowledge of permit procedures. MINIMUM REQUIREMENTS:   Candidate must have at least 8 years of experience in electrical design engineering and knowledge of construction processes, methods and standards. Bachelor of Science Degree in Electrical Engineering, Washington State Professional Engineers License and Valid Washington State Drivers License.

PREFERRED QUALIFICATIONS:   At least 10 years of experience working with advanced electrical engineering design principals and construction processes, methods, and standards applicable to aviation and maritime-industry specific facility design. PURPOSE:   To perform specialized duties in the Emergency Services 9-1-1 Communication Center. Receive and transmit requests for emergency services related to public safety.

ESSENTIAL FUNCTIONS:   Answer 9-1-1 emergency and non-emergency calls for service. Prioritize radio transmissions and dispatch emergency responders, including police, fire, and medical. At all times, maintain knowledge of status and location of each emergency responder. Electronically log all pertinent data relating to dispatched or emergency responder activity. ENVIRONMENT:   Will work in the dispatch center, which is within an operating airport and may possibly be exposed to aircraft exhaust odors. Will generally work in a dark windowless secure environment with moderate noise. Due to the nature of a police department, individual may be exposed to viewing or hearing physical interactions between law enforcement officers and subjects and may come in contact with emotionally distraught individuals.

COMMENTS:   In order to apply for this position, you MUST QUALIFY AS A LATERAL APPLICANT by having at least two to five years of experience as a public safety dispatcher. 2008 hourly pay range: $21.60 - $27.67 (depending on qualifications). PURPOSE:   Will be responsible for planning, tracking, and overall success of software development and vendor integration efforts. Will lead multiple small and large projects staffed by a matrixed department for a wide breadth of business processes.

ESSENTIAL FUNCTIONS:   Accountable for the management of internal and external systems/application development projects within assigned areas from inception to successful implementation. Review project proposal or plan to determine time frame, funding, procedures for accomplishing project, staffing requirements, and allotment of available departmental resources to various phases of project. Formulate and define technical scope and objectives of project. Identify and schedule project deliverables, milestones, and required tasks. Assign duties, responsibilities, and scope of authority to project personnel. Direct and coordinate activities of project personnel to ensure project progresses on schedule and within budget. Manage project risks and issues and direct efforts for resolution and mitigation. Communicate project status to leadership. Review status reports prepared by project personnel and modify schedules or plans as required. Confer with project personnel to provide technical advice and to resolve problems. Coordinate project activities with activities of business units. Coordinate and respond to requests for changes from original specifications. Provide leadership and motivation to project team members throughout the project life cycle. Lead the effort in creative approaches to problem solving and quality deliverables supporting business needs.

KNOWLEDGE, SKILLS, ABILITIES, OTHER WORK CHARACTERISTICS:   Ability to manage development projects from inception to successful implementation using planning and tracking practices. Solid understanding of current technologies and software development process, including requirements gathering, analysis and design, release and version control, contemporary testing methodologies, and deployment management. Strong analysis, design, and implementation experience with technologies. Solid project management skills with ability to multitask and manage multiple small to large projects in a cross-functional environment. Exceptional verbal and written communication skills. Expertise in setting and managing customer expectations. Technical proficiency in hardware and systems software, as well as implementing packages and working with vendors. Skill in conceptualizing creative solutions, as well as documentation and presentation to senior management. Strong knowledge and understanding of business needs, with the ability to establish and maintain a high level of customer trust and confidence. Strong customer focus and ability to manage client expectations. Ability to communicate needs and schedules to IT and clients, as well as ensure that plans are in place and standards are adhered. Demonstrate ability to lead and motivate staff. Strong teamwork and interpersonal skills at all management levels.

MINIMUM REQUIREMENTS:   Bachelors degree in computer science, business administration, engineering, or related discipline with an information technology focus, or equivalent related project management experience. Two or more years Project Management experience required. Minimum Four years of progressive broad based information systems and business experience. Experience in software engineering involving development and testing of applications is highly desirable. A valid Washington State driver's license, or the ability to obtain one, is required.

PREFERRED QUALIFICATIONS:   MBA degree or equivalent Project Management certification desirable. Previous experience in Web site planning and development; familiarity with HTML, CGI, object-oriented languages, and Web servers is a plus. Three or more years of business unit experience, with sensitivity and commitment to business problem solving. Strong management and development skills. Technical management experience in a dynamic high-technology environment. Minimum two years of demonstrated management/supervisory experience in systems development, during which more than one of the following occurred: demonstrated competency in strategic thinking and leadership with strong abilities in relationship management; demonstrated leadership of multidiscipline, high performance work teams/groups; successfully developed and implemented new technology; demonstrated competency in project management and the execution of multiple and/or large projects; development and implementation of new or improved work processes.

ENVIRONMENT:   Will work in a fast-paced office environment. The technology environment consists of a distributed, multi-tier Web services architecture with over 150 disparate applications and services, both vendor supported and developed in-house. Windows Server 2003, Websphere, Active Directory, Cisco, TCP/IP, HP UNIX, LINUX, Exchange 2003, MS SQL Server, Sharepoint, Biztalk.

COMMENTS:   THERE ARE THREE FULL TIME POSITIONS AVALAIBLE. Will be fingerprinted for a criminal history background check with the FBI. Must pass a Transportation Security Administration background check.
